Jana R.Burk

Drawing on more than 25 years of experience in school and administrative law, Jana helps school leaders and boards navigate the complex legal and policy issues facing public education today.

In 2024, Jana rejoined the firm as a shareholder and director after serving as general counsel for Tulsa Public Schools for eight years, where she advised district leaders on legal matters involving employment, civil rights, investigations, board governance, contract law, and regulatory compliance. Before serving as general counsel, she led Tulsa’s teacher and leader evaluation initiatives, training and advising school leaders in Tulsa and throughout the state.

Earlier in her career, Jana practiced education and administrative law in Austin, representing schools and public entities across Texas. She later relocated to Tulsa, where she taught middle school before joining RFR as an education attorney.

With experience as both a district leader and a classroom teacher, Jana brings a practical understanding of school operations and educators’ day-to-day realities to her legal work. She earned her law degree from the University of Texas in 1997.
